I am currently recruiting for a Change and Transformation Project Manager to work with a Local Authority in West London on a contract basis.
You will demonstrate strong project management skills and flexibility to lead projects that deliver across a range of services including, but not limited to:
• Children and Families
• Adult Services
• Place
• Customer and Transactional Services
You will expertly manage the day-to-day operational aspects of project delivery, including feasibility and business case design, project planning, risk management and good project governance.
The client is looking for someone to:
- Lead the development and delivery of a project within the Future Ealing Programme
- Be responsible for the direction, coordination, implementation, control and completion of Outcome Review projects.
- Create and deliver project work plans and revise as appropriate to meet changing needs and requirements.
- Expertly manage the day-to-day operational aspects of the project(s)
- Follow project management techniques and processes that will deliver projects to time, quality and within budget
Main duties of the role will include:
- To initiate, plan, direct and coordinate activities and ideas to manage and implement projects improving outcomes for the community.
- To manage all aspects of project delivery, including feasibility and business case design; project planning; dependencies and interfaces between projects; risks and mitigating actions and good project governance.
- To execute the governance framework for projects including project plans, risk registers, issue logs, benefit realisation plans and reports on project activity for project and programme boards.
- To lead effective communication and engagement activity for projects, internally and with external organisations.
- To provide status and highlight reports and other required documentation
- To take responsibility to mitigate or resolve challenges associated with projects to ensure successful delivery of outcomes.
- To be aware of innovation and developments across the public sector so that the postholder can provide informed and high-quality understanding of opportunities and tools to achieve desired project deliverables.
- To manage the project budget and produce timely reports to the Project sponsor, PMO and Finance.
- To present to stakeholders reports on progress as well as problems and solutions and lead on project quality assurance.
Candidates will need:
- Excellent knowledge and understanding of local government, the pressures on it and implications for the council and partners
- Excellent project and programme management skills and techniques
- Experience of successfully delivering complex programmes and projects in an organisation of similar scale and complexity, focused on both cost reduction and improvements to community outcomes.
- Competent with financial planning to help develop and deliver business cases which show return on investment / impact of allocated resources on performance
- Strong communication and interpersonal skills, and the ability to build personal credibility quickly with a variety of stakeholders.
- Proven ability to identify, own and overcome complex obstacles to the delivery of projects.
- Experience of establishing project and programme management arrangements. 2. Experience of working on local government/public sector change and transformation programmes and/or projects and delivering benefits (outcomes and financial). 3. Experience operating at a senior level in a large and politically complex.
