Job Purpose:
The Client has an exciting opportunity available for an Asset Management Surveyor working within the Asset Management Team at an Ipswich based District Council. The successful candidate will be an MRICS or ARICS Surveyor who will provide a leading role for the council on specialist technical property and land input to the councils’ landlord function, acquisitions, disposals and the effective management of the councils’ non-operational assets portfolio.

The Asset Surveyor should have a minimum of 5 years relevant public sector property / asset management experience as well as the following:
Previous experience of managing acquisition and disposal projects and able to demonstrate delivery of successful outcomes.
Previous experience of managing property management contractors/ client role.
Previous experience of land ownership dispute resolution.
Experience of negotiating Heads of Terms, lease renewal and rent reviews.
Previous experience of property and land registration.
Relevant professional qualification (such as Professional Membership of the RICS) and extensive knowledge gained through experience.
Good understanding of statutory requirements and good practice relating to both the commercial landlord and tenant functions within the public sector.
Good understanding of GIS mapping, data management including Freedom of Information and General Data Protection Regulations and strong IT skills.

Delivery of the councils’ emerging Asset Management Strategy.
To work with colleagues, other public-sector organisations, external agencies, commercial agents and private land / property owners to contribute to the councils’ strategic priorities.
Identifying and realising opportunities to improve the financial, social and economic return from the councils’ asset portfolio, in partnership with other public sector / commercial organisations and private land/property owners.
Supervision of Asset Management Officer(s) and Admin & Technical Support Officer.

Providing specialist support and advice in respect of management of the councils’ existing non-operational asset portfolio and potential acquisitions.
Implementing and maintain a rolling programme of review of all commercially leased properties and HRA leased properties to maximise rental income, limit liability and protect the councils’ rights as a landlord.
Commissioning of surveys and valuations in accordance with procurement regulations.
Negotiating of terms of commercial lease renewals and rent reviews in accordance with the law, the councils’ strategic priorities and the emerging Asset Management Strategy and policies.
Presenting options appraisals for making best use of the councils’ non-operational assets with regard to financial, social and economic return generated for the councils and their communities; including drafting business cases and recommendations for remodelling, change of use, acquisition or disposal.
HRA leased properties scheme - Liaising with Tenancy Services, Property Services and Housing Association representatives to deliver an effective enabling service to third party care providers.
Advising on or managing complex land and property matters including research and interpretation of leases, other legal documents and plans; liaison with commercial and residential tenants and other individuals or organisations and their political, legal or other representatives.
Advising on or resolving ownership disputes including liaison with legal representatives /advisors, councillors, residential or commercial tenants, private land owners or organisations. Research and collation of evidence including witness statements, negotiation and resolution of ownership disputes.
Policy and procedure writing – to create and implement a suite of asset management policies to underpin the emerging Asset Management Strategy and improve clarity, consistency and speed of decision making.
Supervising of Asset Management team members
Main point of contact and overseeing of property management agents’ contracts including contract performance management.
Developing and maintaining in house Assets database in collaboration with other teams including Property Services.
Devising or identifying method for, and ensure timely regular update of the national property database ePIMS in accordance with One Public Estate requirements.
Leading on assets aspect of service led key projects including project planning; constraints reports for council colleagues, developers or other agencies; site visits, project team meetings and meetings with developers and other agencies.
Overseeing or leading on negotiation of terms on acquisition or disposal of property including assignments, way leaves, entries onto land under statutory notice and easements.
Effectively liaising and instructing of legal representatives to ensure timely completion of advice or transactions to protect the councils interest in land and property.
Draft reports and presentations on the required format, attend internal and external meetings and deputise for Corporate Manager as appropriate
