Job Type: Contract, 3 Months (Minimum) Job purpose To ensure that Works and Services are provided on the PFI Estate in accordance with the terms of the relevant Project Agreements. The role is within the Property Operations team of Commercial services, and will provide advice and information to colleagues responsible for managing the commercial relationship with the provider.. The role will deal directly with staff at all levels in the Authority including internal Service clients, stakeholders and external service providers. Accountabilities Lead and develop the Contract Monitoring Team to ensure it performs successfully, both individually and collectively, in order to achieve the Authority's objectives; Deputise for the Head of Property when necessary; Manage, develop and perform contract monitoring procedures and practices to ensure that contract standards are being met and Contractors are complying with all their obligations and also to conduct high level reviews of the contracts to identify deliverables that are not being fulfilled; Enforce the Authority's rights under the contracts taking appropriate action to resolve disputes and determine, through operation of the payment mechanism, the appropriate amount of financial deductions due as a result of contractor performance failures; Ensure that the provision of services and maintenance of plant, equipment and systems are at all times compliant with relevant legislation and good industry practice and that statutory certification is up to date; Review annual maintenance plans, condition surveys, annual planned preventative maintenance schedules, asset plans and lifecycle works programmes across PFI Estate to ensure the sites are being appropriately maintained and that the Authority's residual asset value is preserved; Review Health and Safety and emergency management plans having regard to the wellbeing of all those accessing the services and accommodation; Assist in the scoping, procurement and delivery of contract Variations to ensure that the Authority obtains best value including by promoting collaborative partnerships where appropriate. Ensure clear briefs are developed and that works progress in a controlled and timely manner; inspect works when completed, liaise with service clients and arrange for invoicing; Provide expert advice to Authority and service users on their rights and obligations under the contracts ensuring that risks which have been passed to the Special Purpose Vehicle do not flow back to the Authority and that Authority parties are never in Breach; Maintain good communications at all times with service users, internal clients, academies, the DfE, external providers and other stakeholders, producing board reports, attending meetings and fully complying with contractual communications and liaison protocols; Keep under continuous review the potential to improve the efficiency of service delivery and to drive down operational costs. Knowledge, skills & experience RICS or CIOB qualified or equivalent. Experience of building maintenance; preparing and reviewing schedules of condition, carrying out maintenance surveys and specifying minor works. Skilled in reading, interpreting and communicating effectively to others, complex contract provisions. Ability to focus on key objectives and to prioritise and plan effectively. Strong communication, negotiation and presentation skills and able to deal professionally with contentious issues, resolving disputes with beneficial outcomes for the client. Experience of reviewing contract performance management systems and interpreting performance data collected from site inspections or desk audits. Good problem solving skills; ability to work accurately being highly numerate and analytical and able to distil key commercial issues from large quantities of data. Extensive experience of providing creative and well-reasoned land and property 3 technical advice with detailed knowledge and experience of identifying good industry practice in the delivery of building construction projects and facility management services. Knowledge and experience of reviewing accommodation and services operations for compliance with Health & Safety, planning, building and other relevant legislation and regulations and experience of reviewing statutory certification.
