1 JOB PURPOSE:

* To assist the Director of Assets, Projects & Compliance in developing and maintaining the Asset Management Strategy and investment plans, including an agreed five-year rolling investment programme that reflects the RBKC Housing Management strategic priorities.
* To manage the strategic investment team and the technical team.
* To collate and maintain KPI performance and base data on stock and performance as well as monitor programmes against targets.
* To lead on providing a strategic view on the activities of RBKC Housing Management through engaging with residents.
* To develop the HRA Capital and Revenue Planned Cyclical Programme with focus on meeting RBKC Housing Management’s 30 year business plan.

1 DESCRIPTION OF DUTIES:

Investment Standards

* To assist with the setting of investment standards for RBKC Housing Management.
* To manage the framework agreement, ensuring that value for money is achieved.
* To lead options appraisal work for individual poor performing estates.
* To work on options for improving investment standards and communicating to residents and various forums.
* To develop options for the redesign of sheltered housing provision.
* To assist with the delivery of the Decent Homes Standard (or other Government initiatives that supersede this standard.

* To develop the Asset Investment Model and to identify the asset performance of the property portfolio and make recommendations.

* To act as ‘specialist’ asset advisor on all strategic investment intelligence.
* To have in place an appropriate consultation mechanism to ensure that all stakeholders have an input to the planning process and that priorities are known and understood.
* To resolve any priority conflicts and develop a five-year reinvestment programme that makes optimum use of available resources.
* To assist the Head of Contract Management when needed.
* To ensure IT systems (including Keystone) meet business requirements.
* To develop procurement options and manage the current framework agreement to ensure good value for money.
* To produce reports, on behalf of the Director of Assets, Projects & Compliance, obtaining corporate approvals for the investment strategy and associated budgets.
* To monitor delivery of the investment programme and recommend action necessary to ensure the appropriate level of investment is maintained.Develop & Maintaining an Energy Strategy

* To develop a corporate energy strategy as well as individual properties strategies for energy efficiency.

* To lead on policy development for the area and to ensure that all relevant polices are up to date an in line with the latest legislation.
* To assist with the communication of energy efficiency initiatives to the various teams and residents as a whole.

M&E / Heating / etc.

* To assist with developing and implementing a service standard in support of the overall Asset Management Strategy and work with members of the team on developing supply chains.
* To advise the Director of Assets, Projects & Compliance where the introduction of technical and practice standards would contribute to the effective running of RBKC Housing Management.
* To report on Statutory Performance with support from the technical team.

Management Information

* To undertake a comprehensive review of Keystone.
* To ensure that the stock condition database is maintained as a ‘living’ database, accurately reflecting the nature and condition of stock.
* To produce regular reports that monitor the HRA assets against decent homes and against programme cost and life cycle at both strategic and estate level.
* To develop KPIs and associated targets which can be used to benchmark and monitor continual improvement.

Management Responsibilities

* To provide day to day management and supervision of the asset management team with responsibility for Performance Management and appraisal.
* To participate in developing annual service plans and work to agreed targets and objectives as defined by the Director of Assets, Projects & Compliance.
* To recruit, train and deploy staff to ensure equitable distribution of workloads and best use of resources, providing high standards of customer care, service delivery and resident involvement.

Corporate Responsibilities

* Contribute to the preparation and deliver the Annual Service Plan in relation to the services managed.
* To maintain an awareness of the environment in which services are delivered, including national and local changes, ensuring services provided meet RBKC and Government requirements.
* To support and promote resident involvement as an integral part of the service provision.
* To develop and maintain links with other relevant organisations and agencies, working with them to find solutions to problems and ensuring that residents benefit from their services and support.
* To deal with any correspondence, queries or complaints generated in accordance with Customer Service and Complaints policies.
