Contract: 3 Month

Immediate Start

To adopt a business partnering approach in developing a learning culture and providing a professional learning and organisational development service. This will be achieved through the strategic design, development, delivery and evaluation of a blended learning approach aligned to the organisation’s strategic business objectives, team and individual needs, providing added value.

* Design, develop and manage the Learning & Organisational Development (L&OD) strategy, policy and procedures in collaboration with senior managers.
* Build relationships and negotiate with external consultants/providers to source and develop value for money learning / organisational development solutions, including e-learning, distance learning and professional qualifications.
* Design and manage a framework to support management development, organisational continuity and talent management, including the provision of coaching and mentoring support.
* Prepare, manage, maintain and monitor the L&OD budget to ensure best value for money;
* Assess cost effective initiatives to measure employee engagement, which may include IiP accreditation or another appropriate external award, managing survey life cycles and facilitating the analysis of outcomes and action planning.
* Manage apprentice levy spend and provide appropriate advice on legislation, funding and external training provision in partnership with managers to support apprentices and trainees.
* Support the Company Secretary and other stakeholders to source and deliver appropriate learning and development interventions for Board Trustees and involved residents.

* Design, develop, implement and evaluate agreed learning and organisational development solutions and programmes to meet identified needs, taking account of technology and learning styles.

* Manage in-house courses and training interventions, preparing and delivering workshops and seminars where appropriate.

* Manage an effective new starter induction process in conjunction with managers and HR colleagues.
* Take a lead role in management of the performance development review (PDR) process and system, providing advice to managers and employees as appropriate.

* Partner with HR and IS colleagues to develop and maintain L&OD systems, data and intranet pages, providing expert assistance and training to users.
* Provide management information for evaluation and continuous improvement purposes, developing a return on investment (ROI) dashboard to evidence value for money and identify trends.
* Undertake any other responsibilities relevant to this post, as directed by your line manager.


* Educated to a minimum of four GCSEs or ‘O’ level grade C or equivalent;
* CIPD qualified or similar Ievel, ie, NVQ Level 4 Training & Development, or relevant training/teaching qualification.

Essential Experience, knowledge and skills

* Experience of working in a business partnering environment;
* In depth knowledge of the L & OD environment and able to advise staff on suitable training and personal development opportunities;
* Ability to undertake skills and learning needs analysis for individuals and teams;
* Experience of managing training events and delivering training seminars, together with competent presentation skills;
* Knowledge of and ability to manage budgets against training needs;
* Experience of researching/writing reports and data analysis;
* Experience of working with training partners and negotiating value for money when commissioning external training provision;
* Experience of supporting apprenticeship and/or graduate training scheme;.
* Excellent ICT skills including Microsoft Office Word and Excel;
* Ability to liaise effectively with staff at all levels to better understand L & OD needs across the organisation;
* Ability to work pro-actively as part of a team to achieve targets and objectives.

Desirable Experience

* A generic understanding of affordable social housing drivers, working practices and procedures;
* Experience of managing/supervising staff;
* Experience of designing and delivering training/facilitation or coaching and mentoring;
* Knowledge of L & OD strategy and policy development and delivery;
* Experience of using databases, querying tools and data analysis in a business environment.
