Job Type: Contract, 8 Months Start Date: ASAP MAIN PURPOSE OF JOB To support the Human Resources Department in addressing the HR issues arising from RBFRS organisational change projects, including but not exclusively; structural changes, review of working arrangements, recruitment and promotion processes, Equality, Diversity and Inclusion Strategy development and implementation. To assist in other initiatives within the HR department as required. To support the development of Human Resources policies and strategies in line with national strategy, legislative requirements and, so far as is practicable, best practice, within budgetary constraints. To support and promote the equality agenda within RBFRS. MAIN DUTIES AND RESPONSIBILITIES The Senior HR Adviser (Projects) will be the primary lead in the HR support for a number of key Integrated Risk Management Plan (IRMP) projects and other projects providing advice, guidance and practical assistance on matters relating to organisational change to assist RBFRS meet the challenges faced in relation to reducing available budget and service priorities. Responsible for ensuring the HR elements of project plan(s) are updated accordingly and information provided to effectively inform the HR Service Plan. Undertake research to ensure any policy or process designed to support the changes to staffing structures, terms and conditions, or agreements are suitable and in accordance with legislation. Lead on the HR aspects of appropriate consultation and negotiation with recognised representative bodies in relation to assigned project. Examine current policy, process and practices to enable due diligence work to be completed as and when necessary. Research and write communications and policy to assist project implementation as required in line with the project plans. PERSON SPECIFICATION Skills and aptitudes Excellent communication skills - able to communicate with staff at all levels, verbally (including presentations) and in writing (e.g. through reports) Able to influence colleagues by displaying and exacting professional and personal respect. Able to maintain effective working relationship with a wide range of people. High level logical reasoning powers including investigative skills. Able to interpret and apply employment and equality legislation. Able to plan and prioritise, delivering results within the required timescales to tight deadlines Computer literate and able to use electronic office systems including Microsoft Office (Word, Excel, PowerPoint) and databases. Be resilient and able to deal with highly challenging and stressful issues. Have an excellent ability to practically apply the understanding of employment legislation and best practice Able to lead on resolving complex employee relations matters. Knowledge Thorough, up to date understanding of recent and forthcoming employment legislation, case law and modern HR practices Knowledge of Project Management Experience At least 5 years experience in a professional HR adviser's role Acting as HR rep in cross functional projects Experience of designing and implementing employment policies in line with current employment legislation. Providing advice and interpretation of legislation and case law in relation to employment issues.
