Umbrella rate: £23.00 an hour Working on behalf of a Local Authority, Aatom Recruitment has an excellent opportunity for an experienced Project Manager on a 12 month contract. They would like someone who has the experience and knowledge in the following: Purpose of the role - We have an exciting opportunity for an experienced project manager, who will manage the development and implementation of the Apprenticeship Levy within Local Authority. The ideal candidate will have the experience, skills and enthusiasm to help make a real difference for apprentices and other learners in Local Authority and across the city. Managing a project team to deliver a range of workstreams, the candidate will have responsibility for supporting the development and implementation of an Apprenticeship Strategy for the Council. Duties/Responsibilities - Planning, managing and co-ordinating linked project workstreams across multiple directorates Preparing and delivering project plans, budgets and resourcing Developing strategic partnerships with key partners in the city and the region, to ensure Council priorities are achieved Developing a communication strategy to ensure key stakeholders and partners are kept informed of project developments and requirements Developing an exit strategy for the role, ensuring that key deliverables are achieved and embedded as business as usual Be accountable to the Head of HR for delivery of the Apprenticeship Levy Project. Plan, manage and coordinate interlinked project work streams across multiple directorates whilst motivating project team members and other project resources to deliver to time and budget. Be accountable for the work stream deliverables. Develop and agree standards of delivery for the Head of HR. Plan and manage dependencies and resource pressures to ensure the delivery of the Apprenticeship Levy Project to agreed standards. Prepare and present programme progress reports to the Apprenticeship Levy Board, and senior management meetings as required. Develop strategic partnerships with key partners in the city, and the region, including D2N2 and the Opportunities Areas Board, to ensure Council priorities are achieved. Support the development and implementation of an Apprenticeship Strategy for the Council, and ensure that the specific requirements of Children in Care are included in the Strategy. Report progress, risks or issues to Apprenticeship Levy Board as the agreed governance route for the programme. Take responsibility for sub-projects from initiation to completion, including the preparation and delivery of project plans, budgets, resourcing, communication and stakeholder management. Develop communication strategy so that key stakeholders and partners are kept informed of project developments and requirements. Maintain risk register and manage risks for all aspects of the project. Network at a regional and national level to understand, influence and comply with best practice and to maintain up to date knowledge of regional and national developments. Knowledge/Skills/Qualifications/Experience - Detailed knowledge of apprenticeships and the national context of the Apprenticeship Levy Detailed knowledge of the ESFA funding rules Project management knowledge for planning activity, tracking progress, reporting by exception and maintaining momentum Experience of programme management of staff and activities across projects Ability to analyse data and able to present complex data in simple ways to suit the audience Knowledge and understanding of consultation and communication techniques Knowledge and understanding of local government and the context in which it operates. Proven ability to robustly manage complex projects, delivering objectives to time, cost and quality Knowledge of project software to support project management Educated to degree level or equivalent Prince 2 Foundation project management qualification or equivalent qualification/experience Knowledge and awareness of the Equality Act 2010 and how it applies to this job Detailed knowledge of apprenticeships and the national context of the Apprenticeship Levy and knowledge of the ESFA funding rules Project management knowledge for planning activity, tracking progress, reporting by exception and maintaining momentum Experience of programme management of staff and activities across projects Ability to analyse data and able to present complex data in simple ways to suit the audienc e
