This role for a Highways Manager has been released on a temporary basis for 3 months initially. Main Duties: * To support the effective delivery of the highway and street lighting services via an intelligent client model through the One Trafford Partnership * To promote a partnership approach to the delivery of the services, working with the One Trafford Partnership to effectively manage the contract via the agreed governance arrangements. * To work with Councillors, voluntary sector groups and other stakeholders to shape the services to reflect the needs of the wider community and to deliver value for money. * To support the Council fulfils its obligations as detailed in the Partnership Agreement. * To ensure that the various provisions and mechanisms in the Partnership Agreement are properly exercised to ensure value for money for the Council. * To develop, produce and review, on an ongoing basis, all Council's policies relating to highway and street lighting services in liaison with the Service Provider. * To be responsible for ensuring accurate and timely payments to the Service Provider, which are consistent with the terms of the contract and the Payment Performance Mechanism and to prepare, manage and monitor financial budgets in relation to the services * To develop, produce and review, on an ongoing basis, all Council's policies relating to highway and street lighting services in liaison with the Service Provider. * To work with the Service Provider to ensure that the Partnership agreement operates flexibly to allow the Council to take advantage of innovation and efficiency gains to deliver enhanced value for money. * To develop strong, effective and mature working relationships with key stakeholders in the services to help ensure the services are delivered to a standard which meets their expectations. You should match the following criteria: * Educated to degree level or equivalent engineering qualification * Member of relevant professional body and evidence of continuing professional development * Significant experience of managing and performance monitoring large scale, complex contracts to deliver services in relevant work areas * Experience of interpreting quantitative and qualitative data and link to strategic decision making and planning * Experience of developing and implementing strategic and operational policies * Proven successful financial management including experience of capturing savings and cost-effective approaches in a contract * Extensive knowledge of contract and client management and procurement utilising strategic methodologies to ensure best value is achieved * Detailed understanding of Legal and Legislative requirements in Local Government, particularly highways and street lighting * Detailed knowledge of current practices and developments across the relevant work areas * Ability to manage, monitor and review performance standards of contracts in order to meet defined targets * Highly developed interpersonal and diplomatic skills with the ability to question and challenge the value being delivered through commercial arrangements with delivery provider * Excellent organisational skills, including time management, project management, and the ability to work to tight deadlines * Ability to produce detailed and comprehensive reports Please send your most updated CV to Grant Wilson by clicking apply now --- Fusion People are committed to promoting equal opportunities to people regardless of age, gender, religion, belief, race, sexuality or disability.
