My Client, a North London ALMO requires a Mechanical Engineering Inspector for a 6 month on going contract. You will implement and operate the client's gas safety and water management regime on a corporate basis and manage the clients legal obligations applicable to gas safety and water management, ensuring mandatory requirements are fully complied with. You will also be required to build and maintain working relationships across all Departments, raising the level of awareness and understanding of gas and water safety. This role requires the post holder to hold a full UK driving licence and have access to a vehicle Essential Qualifications and Skills required for this role: HNC in Building Services Engineering or equivalent or be working toward this qualification or have extensive appropriate experience Relevant Accredited Certification Scheme (ACS) 'Gas' Certificates of Competence for domestic, industrial and commercial gas installations. Relevant Certificate of Competence relating to the prevention or control of Legionella. An in depth understanding of the legal obligation place upon the council in relation to gas and water safety. Sound and extensive experience of the installation and maintenance requirements appertaining to industrial/commercial & domestic gas and water installations. A thorough understanding of the Gas Industries Unsafe Situations Procedure. Able to demonstrate how and when the procedure is implemented and adhered to, including the requirement of mandatory documentation. A thorough understanding of the Health and Safety Executives Legal Series document - L8 (The control of Legionella bacteria in water systems, ACOP and guidance). Able to demonstrate how the ACOP can be applied in relation to identifying, preventing, assessing, monitoring and controlling the risk. Able to assess emergency procedures and contingency plans for managing the response to gas and water emergency incidents. Experience of undertaking complex defect diagnoses across mechanical engineering building services. Co-ordinating strategic actions to ensure and maintain required ratio between reactive and planned maintenance. Experience of working with residents and involving them in monitoring and shaping services. Experience of managing complex contracts delivering high volumes of mechanical engineering building services repairs to housing, office and other building types. Must have a high level of knowledge of housing, housing law and the regulatory framework and Knowledge/awareness of the strategic property investment needs of the organisation. Able to successfully manage and lead - where necessary - external consultants and contractors - within a performance management & improvement culture. Ability to contribute to, monitor and control budgets Able to represent the organisation externally at an appropriate level with key stakeholders such as local authorities, partner agencies and resident's groups. Ability to lead effective project teams delivering cross functional outcomes. Must have a high level analytical skill and an ability to deliver creative solutions and information in a diverse environment. Demonstrable skills in negotiating formal contracts with external organisations. Have the ability to work at a strategic level You must be sufficiently mobile to be able to carry out the tasks required, i.e. need to be able to climb ladders, access cellars, walk over uneven ground, work at heights and confined spaces, and be aware of the risks associated with working with machinery, very hot surfaces and hazardous materials. The role involves the following: Implementing and overseeing the investigation of any gas or water related incident, liaising closely with internal and external bodies as required to reach a successful conclusion. Preparing reports to the Gas Contracts and compliance Manager on the outcome of all such investigations. Liaising with external bodies such as the Health and Safety Executive, Water Undertakers, Gas Safe, Emergency Service Providers, Utilities companies etc on all matters relating to gas and water safety, including accident and incident investigations. Provide expert input on gas safety and water management matters to all departments within the organisation. Ensure resident satisfaction levels meet or exceed published targets and KPIs. Identifying areas to achieve improvement of the overall level of gas safety and water management performance and promote a culture of commitment to gas and water safety within the client site.. Audit gas servicing and water treatment records as required. Ensuring that comprehensive records are maintained about the type and condition of the mechanical engineering assets. Overseeing the management and performance of the gas servicing and water treatment team taking necessary action to address any compliance and/or performance issues. Apply professional knowledge in the contract management of mechanical engineering services (testing, repair, removal & installation) - ensuring they represent best value for money. Monitor and supervise the work completed by consultants/contractors in terms of time, cost, quality, and take appropriate action to ensure delivery of service. Contribute to strategies, policies and procedures for reactive/responsive repairs, stock investment/improvement, voids work, asbestos, disrepair claims, and other related areas to ensure the best use is made of the property/asset investments, and align with strategic plan objectives. Focus on achieving best practice performance in responsive/reactive repairs with an ultimate target of 'right first time - every time' through continuous improvement. Co-ordinate and manage technical audits of work undertaken by contractors and consultants.
