Project Responsibilities:

* To lead on the development, design and delivery of traffic and parking projects.
* To tender for and appoint transportation consultants for approved projects as necessary and to lead on managing consultancy commissions.
* To provide a strategic overview of traffic and parking issues in relation to development proposals for the borough’s town centres. To work across the whole Council to support a multi-disciplinary approach to the traffic and parking management of the Council’s Town Centres.
* To lead on negotiations at a high level with key stakeholders, developers and their agents.
* To have responsibility for budgets as appropriate.

Programme Responsibilities:

* To support the Head of Service to manage the transport investment programme, with specific responsibility for liaison with any retained consultants and in-house project managers, and for maintaining up-to date programme information on TfL’s Portal system;
* To assist in the preparation of funding bids, including the annual LIP funding submission to Transport for London;
* To devise and maintain systems to record programme information, project details and monitoring frameworks in respect of the Council’s traffic and parking programme.
* To manage the Council’s transport investment programme in a highly proactive manner to ensure value for money and timely delivery, ensuring relevant information systems are kept up to date, identifying slippage to projects, taking remedial action where necessary and ensuring that any variances are reported to project officers and managers in good time to make any adjustments to programmes or projects.
* To assist and advise the Divisional Heads of Service in the preparation of bids for capital funding, and particularly the annual LIP funding submission to Transport for London.
* To advise the Executive Director of Environment and Community Services and the Head of Traffic and Road Safety with regard to strategic objectives and programme planning.
* To develop mechanisms to continuously improve project evaluation, programme planning and management, and performance reflecting current best practice and guidance.
* To maintain regular contact with client officers beyond the scheduled meetings, regarding project delivery, planning and monitoring.
* To be responsible for managing the interests of Transport and Highways in its contractual relationship with the term engineering consultancy or other retained consultants. Particular responsibility for ensuring consistency in project briefs, programme management and expenditure.
* To manage and monitor the expenditure of allocated funds for projects, ensuring compliance with the project objectives and the financial regulations of the Council, Transport for London or any other funding body.

General Responsibilities:

* To report to the Head of Traffic and Road Safety and contribute to the management of the Traffic and Road Safety Service.
* To represent the Council as necessary at meetings with Transport for London, the Department for Transport, local authority officers and their Members, transport bodies and operators, businesses and other relevant organisations and groups in respect of traffic and parking strategy, programme management, project evaluation and performance monitoring.
* To use creative and innovative design abilities to ensure safe, satisfactory and sympathetic solutions and outcomes.
* To prepare and present reports to senior officers, the Portfolio Holder or to Council committees as and when required.
* To appear as an expert witness at Public inquiries and other tribunals as appropriate.
* To keep an up-to date knowledge of relevant developments in the field of work, specifically in respect to traffic and parking schemes.
* To undertake other duties appropriate to the level and scope of the post as required.
