* The role combines the full range of private sector housing functions, including enforcement of housing standards, HMO licensing, delivering a range of housing grants and loan assistance, and dealing with a range of public health issues
* Half of the role involves dealing with a broad caseload your time dealing with a broad caseload and the other half involves representing the service in a multidisciplinary team working on a high-level project relating to caravan sites
* It is therefore essential for the candidate to have expertise in the licensing of such sites
* To ensure that all statutory requirements are met and appropriate records kept with regard to the maintenance of Buildings
* By establishing and maintaining regulatory compliance regimes for Mechanical and Electrical Building Services to CBC building portfolio
* To support the Assets Helpdesk with technical advice for reactive maintenance issues.


* To put in place all necessary (Planned Preventative Maintenance ) contracts for the maintenance of M&E services across the CBC portfolio
* Monitor contractors performance on contracts against the set specification, and hold regular meetings with contractors
* Carry out audits of contractors work on site
* Review all reports and recommendation from contractors for further work, where applicable seek competitive quotes for remedial works
* Review contractors invoices and quotes to ensure value for money
* Provide support and professional advice to the helpdesk
* Carry out investigations on site to identify causes of issues on breakdown and similar reactive failures
* Carry out minor project works, including design and specification and on site supervision
* Support Project Managers and other Colleagues in briefing external M&E consultants where in-house support is insufficient
* Support the Carbon Reduction policy, by identifying projects which can contribute to this reduction
* Participate in a twenty four hours per day, 365 days per year advice and call out service for properties. Duties are normally for one week at a time as part of a Rota.

Person Specification:

* Tec/HND/ONC or equivalent in a Mechanical or Electrical services
* A working knowledge and recent experience of Atop L8, 17th Edition Wiring Regulations and Gas Safety (Installation & Use) Regulations is required
* Implementing PPM programmes for multi-site portfolios, including management of contractors
* A track record in designing repairs and small replacement projects including specification writing
* Experience in Implementing and maintaining suitable and auditable records which demonstrate compliance with statutory regulations and legal obligations
* Knowledge of Building Control procedures and when Planning Applications are required for new and replacement plant and equipment
* High standard of IT proficiency including relevant software packages, financial software and office applications such as Outlook, Excel, Word, PowerPoint and Internet Explorer
* Ability to identify heating, gas, oil, lighting and electrical wiring faults within commercial buildings
* Excellent interpersonal, communication and influencing skills
* Scrupulous attention to detail approach to energy.
