Job purpose

To lead and manage a Quantity Surveying Service that is responsible for managing the contractual and financial aspects of construction projects in order to deliver value for money.

Main accountabilities

 Lead, manage and develop the team in such a way as to enable staff to do their best work every day, working in a way that reflects the Councils values. Retain staff and achieving business objectives and performance targets.

 Manage the resources in the team by effectively identifying and allocating projects, programmes and tasks to direct reports or contractors/agency workers ensuring sufficient information, direction and support is provided for them to deliver the works to a high standard. Ensure performance management frameworks are in place to monitor effectiveness of the service and undertake corrective action if required.

 Improve the team by researching best practice and benchmarking; undertaking quality management activities; engaging with customers and staff to enhance the customer experience; and implementing working smarter making the most of modern technology, workspaces and ways of working to ensure the provision of a customer focused and efficient service.

 Prepare cost estimates, cost plans and cash flow profiles for complex projects and programmes, by working out quantities and costs of materials, time and labour using

BICS indices and pricing books. Update the Council’s finance system and liaise with the Senior Finance Manager for Assets.

 Monitor project spend and measure and value contractor’s works on site to ensure correct payments are made. Prepare, negotiate and agree final accounts with contractors.

 Act as the lead on construction contract types and procurement methods and ensure the most appropriate approach is used for all projects in order to control cost and mitigate risks associated with project delivery.

 Produce tender and contract documentation for complex projects and programmes, working with the client and technical experts to ensure the employer’s requirements are clearly stated and risks associated with the cost, quality and time are mitigated against.

 Evaluate tender submissions and make recommendations for contract award.

 For all construction projects ensure that commercial risks are identified, analysed and appropriately responded to. Manage disputes and negotiate settlement of claims with contractors on complex projects and provide guidance and support to direct reports on less complex projects. Undertake formal actions relating to disputes, mediation and adjudication if required.

 Be the Council’s expert on financial and contractual control of construction projects.

Maintain an excellent standard of knowledge on construction methods and materials in order to support direct reports, propose cost effective solutions to clients and undertake value engineering exercises to reduce the cost of projects.

 Manage own workload to a high degree of efficiency and know when to seek guidance and assistance from line manager or when specialist advice is required.

 Identify the most suitable contract type and procurement method for individual projects.

 Evaluate tenders and make recommendation for contract award.

 Access the value of work completed on site for which the contractor is entitled to be paid.

 Negotiate and agree final account with contractor.
