Job purpose

To work with the internal and external building professionals to ensure all electrical systems, machinery and equipment in new and existing buildings are designed, built and refurbished in a way that ensures they fulfil their specified purpose, and remain safe, economic and functioning through their lifetimes.

Main accountabilities

 Be customer friendly, efficient and connected in how you work; make the most of modern technologies, workspaces and ways of working to provide a customer focused and efficient service, and bring forward ideas for service improvement.

 Be the Council’s lead electrical engineer for construction projects. Maintain an excellent standard of knowledge of electrical solutions and emerging technologies in order to provide high quality technical advice on the most appropriate electrical systems, machinery and equipment to meet and exceed client’s requirements.

 Provide electrical engineering expertise to a range of projects including high value (up to �40m) and complex projects as part of a multi-disciplinary project team from the concept through detailed design to implementation, testing and handover to ensure co-ordinated solutions are delivered that meet or exceed client requirements.

Provide a quality assurance role on design and build projects ensuring what is delivered meets the client requirements and is efficient from a facilities maintenance point of view.

 Work with the Facilities Management service to identify and resolve performance and functional issues with electrical solutions in the Council’s estate.

 Advice on energy efficiency solutions and developments in technology that will enable more efficient operation of buildings, lower energy bills and income generation opportunities.

 Develop drawings, specifications and tender documentation for complex projects.

Procure required electrical solutions ensuring they meet the client’s requirements and achieve value for money. Work with external contractors on value engineering options to bring projects within budget.

 Manage contractors delivering electrical solutions by monitoring, inspecting and valuing works delivered to ensure they are in accordance with the specification and contract. Where issues arise discuss solutions with contractor and ensure corrective action is undertaken. Review risk assessments and method statements.

 Estimate costs and timescales for delivery of electrical systems, machinery and equipment. Test electrical installations and systems, analyse test data and propose technical solutions as required.

 Manage own workload to a high degree of efficiency and know when to seek guidance and assistance from line manager or when specialist advice is required.

 Propose electrical solutions and extent of work required to electrical systems.

 Approve electrical designs and solutions.

 Review suitability of contractor designs, method statements, risk assessments and works. Determine if contractor is complying with the specification, standards, regulations and best practice.

 Value work carried out by contractors.

 Identification of contractor not complying with the specification, standards or best practice.

 Diagnosis of Electrical defects.

 Identify issues related to Health and Safety, instruct contractors and decide if there is a need to escalate.
