What we need:
Our client are a busy Local Authority in North London that manage their own Highways service. We are currently assisting them find a Highways Operations Team Leader. Reporting to the Head of Highways the key objectives for the position will be to manage the Highways Maintenance teams and to provide a high quality service for the council and their constituents.

What you will be responsible for:
�To ensure service provision is fully integrated, effective, efficient and provides value for money.
�To develop effective monitoring systems that interface with the Customer Relationship Management (CRM) system and informs the performance reporting process this primarily includes finance, people, business management and Health and Safety
�You will have line management responsibility for: Highways Supervisor, Senior Administration officer, administration assistant and manual operatives.
�You will be required to work: outside ‘normal’ office hours / as required by their line manager up to 36 hours per week.
�You will have Financial/Resources responsibility for the Highways Direct Service Trading Account recording expenditure and income.
�Being responsible for the operation on a day to day basis, including the planning and allocation of work, deployment of labour, transport, plant and materials to provide an integrated and efficient service.
�Ensuring that staff provide high quality services and that effective systems to measure, monitor and regularly report on performance and quality of work are in place, and are reported monthly to the Highways Manager and briefed weekly to the staff.
�Respond to enquiries, reports and complaints from stakeholders (public, Elected Members, community groups and others), from other service areas and external organisations, either directly or through the CRM system.

Who you will be responsible for:
Management of up to 25 taff ranging from Supervisors, Administrative Support staff and front line staff with varying skills including: recruitment and selection, probation, induction, work allocation, motivation, appraisal, personal development, performance assessment, development plan, training needs analysis, sickness, reprimand, discipline and performance in accordance with HR policies.
You will comply with all current Health and Safety Regulations associated with the duties of this position with particular emphasis on CDM, risk assessments, safe working practices, P.P.E., accident investigation and reporting, manual handling, first aid, fire safety guidelines, and the management of the safe storage of hazardous chemicals and fuels.

What you will need to succeed:
To be eligible for this job an ability to demonstrate previous experience in a similar position of responsibility will be essential. It would be highly desirable to find somebody that has come from another Highways Maintenance team.
