Responsible to the Project Manager. The post is a Technician role within the Strategic Highways Maintenance Team. The post holder will be responsible for assisting Project Managers and Engineers with developing, planning and managing the delivery of countywide strategic highway maintenance and footway structural repair programmes ensuring they are delivered on time, at the required quality and to budget.

RESPONSIBILITIES
To work with team members to deliver the countywide strategic highway maintenance and footway structural repair programmes of work, utilising internal staff, shareholder resources, external consultants and supply chain partners as required.

To engage with and establish effective relationships with the client, key stakeholders, internal staff, supply chain partners and other third parties in the development, design and implementation of schemes of programmes of work.

Work with Local Area Technician (LATs), and Area Managers to ensure all works take account of their local knowledge and they are fully informed with regard to the progress of schemes.

Support scheme supervisors to ensure supply chain partners develop safe systems of working and that they are adhered to.

Support scheme supervisors to ensure construction works are managed and administered in accordance with current policies.

Support scheme supervisors to ensure appropriate inspection, sampling and testing are carried out in order to verify compliance.

Support scheme supervisors to ensure supply chain partners deliver to agreed standards.

Assist with the preparation of feasibility (scoping surveys), design (WTBs), construction, post construction and scheme close down activities as instructed by the Project Manager.

Maintain accurate records on all allocated schemes.

Provide support with external and internal audits,

Assist the Project Manager in ensuring all necessary construction related quality management and health and safety documentation is prepared and adhered to, including compliance with CDM requirements.

To assist the team with the provision of TTROs, roadspace bookings and permits.

To assist the team with the statutory undertaker searches.

Assist with the site supervision and record keeping.

Assist the Project Manager in ensuring that appropriate Certificates are prepared and completed for each activity associated with the annual programmes of work.

Assist Engineers with the identification and rectification of defects.

Ensure all programme information from supply chain partners is provided in the agreed format and provided in a timely manner to be included in target cost submissions and approved prior to commencement of work. Ensure regular reviews take place and any changes are recorded in accordance with the change control process.

Assist with the preparation of Target Cost submissions.

Help provide supporting information to assist the Project Manager with the preparation of monthly finance and output reports, updates to the risk register and performance indicator data.

Assist with the change control process, by supporting the Project Manager in ensuring EWNs and Compensation Events are raised in a timely manner and agreed with supply chain partners and the client.

Help to provide information that will enable CRNs, corporate complaints, VIP responses and FOI requests to be closed out within BCCs contractual response timescales.

SKILLS AND EXPERIENCE
Essential:
�Proven written and verbal communication skills.

�Good planning and organisational skills, to manage a range of complex activities and to achieve given targets and objectives.

�Good management skills to manage a complex workload, prioritise and set deadlines and cope with changing demands.

Desirable:
�BTEC Level 3 educated or equivalent experience.

�Degree or equivalent qualification in civil engineering, structural engineering or other relevant subject.

�Relevant professional / vocational qualification.

�A basic understanding of design and construction.

�Knowledge and understanding of budget management.

�Proficient in use of standard office software (Word, Excel, etc.)

�Aptitude to develop skills in AutoCAD and other design software.

�Full driving licence.
