Purpose of the job

1 To lead and manage a comprehensive Appeals and Debt Recovery Service which complies with all statutory requirements, London Councils (Transport and Environment Committee) and PATAS guidelines and all established Codes of Practice and ensure the provision of an efficient and effective service to customers.
2 To lead and manage the Council’s parking permit schemes in accordance with Council policy and financial regulations, all statutory requirements, London Councils (Transport and Environment Committee) guidelines and established Codes of Practice. To provide an efficient and effective service to customers.
3 To lead, manage and actively promote the investigation and prosecution of any incorrectly held or used parking permit, blue badges, exemption or pass issued by the Council in accordance with all statutory requirements.
4 To lead and manage proactively all resources including investigation team to optimise appropriate use of parking spaces and income generated.
5 To lead and be accountable for all resources used within the team including the specific software/ICT and policies in ensuring that they optimise efficiency and effectiveness of the service/team as well as deliver excellent customers’ satisfaction.
6 To lead and manage the communication and operational support for the Civil Enforcement teams.
7 To lead and ensure effective and efficient appeals process, and optimise income recovery liaising with all necessary teams across Parking Services and outside agencies and organisations.
8 To lead and manage contracts and projects relating to your team.

Main duties and responsibilities

1 To develop procedures in order to deliver a Penalty Charge and Civil Penalty Notice Appeals and Debt Recovery Service to best meet the Council’s strategic objectives, statutory requirements and the evolving needs of the stakeholders.
2 To lead on all parking permits matters.
3 To manage all aspects of service delivery through third party partnerships contractors/SLAs).
4 To manage and provide guidance in the exercise of discretion in dealing with representations and appeals against Penalty Charges, Civil Penalty Notices and vehicle removals (and wheel clamping as may be required) and ensure that all statutory notices issued by the Council comply with relevant legislation/codes of practice (including case law).
5 To take the lead in any investigations and regularity audits carried out by Internal Audit, agreeing and managing the implementation of remedial measures.
6 To manage the services and the systems and procedures required for their delivery, in order to meet the Council’s strategic objectives, all statutory and audit requirements and the evolving needs of the stakeholders.
7 To develop and manage the services to ensure the achievement of Key Performance Indicators and improved customer satisfaction.
8 To provide regular and ad hoc reports to the Head of Service as required, including performance, financial and statistical analysis reports.
9 To manage the effective use of technology (including all opportunities to conduct business on line and establish monitoring procedures to ensure delivery of high quality services.
10 To deal with external enquires, as appropriate.
11 To manage and report on the associated budget, including income and expenditure, in accordance with audit and financial regulations and ensure that all income is promptly and correctly remitted and/or all expenditure correctly coded.
12 To contribute to the overall management of Parking Services, as a member of the Parking Management Team.
13 To manage the team in accordance with Council policies and procedures, ensuring an efficient and effective service is delivered and that performance standards and targets are achieved.
