I am currently assisting our client a local authority based in London, to find an experienced and available Permitting Officer to join their busy Network team for a long-term contract.

What the job is for:

1)Ensuring that that Council effectively applies its statutory and legislative obligations in coordinating, authorising, monitoring and enforcing the works of Statutory undertakes, contractors and anyone wanting to carry out temporary works on the public highway, with particular emphasis on:
New Roads and Street Works Act (NRSWA) 1991
Traffic Management Act 2004
London Permit scheme 2010
Road Traffic Act 1984
Highways Act 1980
Code of Practice (CoP) for Inspection 2002
Specification for the reinstatement of opening in the highway (SROH)
Code of Practice for the Coordination of works

2)Ensuring that all relevant charges are applied under various inspection regimes and that licence fees and permit fees are levied; Fixed Penalty Notices, Street works Permit charges, works overrun charges and inspection charges

3)Making sure that any associated debts are recovered in order to ensure effective budget control.

4)In identifying and driving innovative changes in processes, procedures and working practice, in line with legislative changes and Council Policy.

General Responsibilities:

* Promote a safe working environment
* Ensure data collected is accurate and error free
* Ensure all related service performance indicators and contractual requirements are met
* To follow the BMS systems processes
* Monitor permits to prevent FPNs.
* Raising permit applications as per works descriptions
* Checking permit status
* Updating Permit Trackers

What you will need to succeed:

* An understanding of highway maintenance and works.
* An understanding of NRSWA, TMA and LoPS.
* A flexible approach that is able to adapt to challenging timescales and workloads.
* Possess competent IT skills including the ability to adapt to various software and hardware and Asset Management Systems
* Ability to manage time and workloads to a strict schedule and complete tasks in a timely manner
* Ability to coordinate and collaborate with other team members
