These growth teams are expected to expand significantly in the coming years as part of our transformation and growth plans. You will also be involved in direct fee earning opportunities as and when suitable opportunities arise.

This role is based at the offices in London with travel to customers as and when required.

Role and Responsibilities
* Having discrete areas of responsibility for the Council planning service, including planning policy, design and heritage and infrastructure teams.
* Ensure that the Council has an up-to-date and exemplar Local Plan, including Development and Supplementary Planning Documents
* Coordinating the successful preparation of additional policy project works commissioned buy Council, including master plans and development briefs
* Having responsibility for assisting in the delivery of the wider development management functions as and when required.
* Represent the Council and in promoting planning objectives in a wide range of forums and to a diverse range of audiences including attendance at planning committees
* Prepare and present written or oral reports and briefings to senior managers, Members and to attend meetings with Members and others as necessary * Make decisions on planning matters in accordance with the Councils scheme of Delegation as necessary
* You will oversee Res external resilience contracts ensuring they are delivered profitably in line with bid expectations to a consistently high standard
* You will be responsible for managing the performance and productivity of staff working on growth work to ensure that contractual obligations are met.
* You will be responsible for account management for existing and historic growth customers, seeking to generate additional work.
* You will support the growth of the team by making a positive contribution towards business development, with a supporting incentivisation scheme.
* You will line manager the team leaders of the two growth teams (DM and policy) and also the three spatial planning teams in the Council.
* You will provide high quality professional advice and direction on planning matters to all members of your team as and when required.
* You will assist with the allocation of work to ensure we maintain a high level of staff utilisation
* You will work closely with the national operations director to ensuring that a joined up, national approach to growth opportunities is taken.
* To undertake the necessary financial and operational reporting for the growth team as required by the National Planning Director
* To adopt a positive approach to change, implementing new initiatives/procedures and addressing any resistance encountered;
* Ensure project and team targets are met and knowledge and expertise is shared * Be involved in service improvements and our business operations to ensure resilience competitive edge, efficiency and effectiveness going forward. * Any other duties commensurate to the role and grade * Report to the National Director of Planning.

Skills & Experience

* Educated to degree level with appropriate planning related professional qualification. (essential)
* Excellent technical knowledge of the Town Planning system (essential)
* Previous experience in successfully managing a team of planning professionals (essential)
* Strong Leadership and management skills including people and performance management (essential)
* Strong role model who demonstrates a personal commitment to high standards of public service, honesty and integrity and professionalism (essential)
* Successful working in a challenging, politically sensitive environment with elected representatives, on complex issues to tight timescales (essential)
* Ability to think and act entrepreneurially including in realising opportunities to support commercialisation (essential)
* Be ambitious in relation to innovation, quality and timeliness of delivery
* Be able to communicate with people in a way that establishes and maintains effective working relationships with communities, partners, applicants councillors and client organisations
* Embrace change, craft compelling responses to new challenges, efficiently implement new initiatives and address ongoing issues effectively
* IT literate (essential)
* Driving license (essential)
* Track record of leading on significant change initiatives (desirable but not essential)
