Qualification -

? Have relevant highway engineering or highway design experience AND
? Hold an undergraduate degree or MSc in a relevant transportation or engineering discipline
? Or hold a HNC / HND in Engineering or relevant equivalent

Driving Licence - you must always hold a full valid driving licence

Casual Car Documentation - The successful candidate will be a designated Casual Car User which means that car journeys may be necessary on an occasional basis, but are not essential to the role. If you do drive, you must always hold a full valid driving licence and provide your own car for use at work, as well as provide all the appropriate documentation. You will receive an allowance per mile of business use.

The role holder will lead and have accountability for the delivery of a range of technical projects, initiatives or work packages that comply with relevant legislation and help achieve the Council's corporate aims and objectives.

Lead an innovative, forward thinking technical consultancy function within the Network Management Highway Maintenance Team.

Actively achieve efficiencies in project, programme and maintenance service delivery and improvements in the quality of service.

Develop successful internal and external relationships and secure stakeholder commitment through negotiation and communications, both oral and written, to ensure work packages are delivered effectively to customer requirements and agreed objectives. Work closely with contractors where required to ensure effective work package delivery.

Roles at this level may be required to manage a range of assigned resources, staff and performance management duties.

About the Network Management Team

It provides services for communities and neighbourhoods, including planned and reactive maintenance, network management and development control, co-ordinating and managing roadworks and highway maintenance programmes (footway and carriageway defects, gully cleansing and improvements, winter maintenance (including gritting), highways structures (bridges etc), flood management, parking, public spaces, monuments and water features. They aim to meet the needs of the city and our residents by providing the best possible service, working efficiently and generating income.

Contract Management

* Managing and maintaining highways (defect repairs), (gully cleansing and improvement programmes), (winter maintenance including gritting) highway structures (bridges, culverts and retaining walls)
* Responsibility for contracts relating to the above workstreams.
* Managing contracts relating to the above workstreams.
* Reporting on technical engineering, performance, quality and commercial checks and assessments.
* Keeping asset management information up to date
