What is the job role?Coventry City Council has an opportunity for a Recruitment and Onboarding Lead, to join our People Services team. We are seeking a professional to lead a team of administrators and a recruitment advisor as well as oversee recruitment and onboarding for designated service areas through a transformational period. You will engage with community organisations and partners to optimise our recruitment strategies and boost engagement.Reporting into the Recruitment and Onboarding Business Partner your role involves defining and driving recruitment improvements whilst ensuring that the team adhere to UK Employment Law and UK Visa sponsorship compliance. You will also ensure the One Coventry Values are reflected at every recruitment stage, promoting strong Diversity and Inclusion practices. Key Responsibilities:Maintain knowledge of current recruitment and onboarding legislation, in particular Right to Work, Disclosure and Barring Service and Sponsorship requirements and develop policies to ensure procedures are legal, appropriate, relevant, and are One Coventry Values led.Lead the development and implementation of the function’s operational plan. Deputise for the Recruitment and Onboarding Business Partner when required.Provide a recruitment and onboarding advisory service to the organisation, sharing best practices to enhance manager knowledge and confidence throughout the process.Manage the operational and administration requirements of all external supplier contracts including the Master Vendor supplier and Applicant Tracking System supplier for the designated service areas.Maintain the Council’s commitment to having a diverse and inclusive workforce through the application of the Council’s Inclusive recruitment initiatives.Lead and empower the team to work autonomously and enhance high performance whilst complying with HR processes such as appraisals, enabling attendance and disciplinary and grievance.Provide recruitment workforce data and analytics every quarter and/or as required for service areas.Manage learning and development content and delivery, policies, intranet guides, internal communication, reporting, and team succession planning for the Recruitment and Onboarding function. Who are we looking for?You will need to have the ability to leverage your extensive knowledge of recruitment and onboarding, including a keen understanding of legislation. Demonstrate to internal and external stakeholders Coventry City Council's organisational values, and best practices. Possess excellent interpersonal and communication abilities, you will need to be skilled at negotiating and influencing at both strategic and operational levels. You will also be confident and experienced in articulating recruitment and market insight reports to delivering training to internal teams. You will need to possess a drive for innovation, combined with effective project and people management skills. If you have experience in managing complex recruitment operations, process CIPD Level 5 or willing to gain this qualification within 18 months then we would like to hear from you.
