This role can be on a hybrid basis, with an expectation of being in the office around 2 days per week.Reporting to the ED3 Policy Manager and supporting the wider NGED Regulation Team to achieve an optimum outcome on price controls.Responsible for providing independent review and strategic challenge to a wide range of regulatory submissions to Ofgem including business plans, strategies and engineering justification papers.Supporting the compilation and writing of the ED3 business plan to a professional standard, ensuring alignment with Ofgem’s business plan guidance and NGED’s strategies.The role also involves representing NGED in industry working groups established by Ofgem, ENA, and other external bodies, striving to achieve optimal outcomes that align with both NGED and NG strategies.Additionally, the job holder will contribute to various alignment, reporting, and strategy-based activities within NGED and in collaboration with Ofgem and the NG Group.Depending on experience, you may initially be appointed at a lower salary until all relevant courses and training are complete.Main ResponsibilitiesBe fully conversant with Ofgem’s Business Plan Guidance and any updates, in order to brief workstreams and SMEs as requiredWork with the Regulatory Team Supports to scope, plan and deliver workstream outputs in collaboration with business leads, SMEs, members of the NGED Regulatory team and third parties.Be a member of relevant workstream group(s) to provide regulatory expertise in order to assist in the creation of the ED3 business plan and associated documents.Foster a collaborative approach across teams and facilitate conflict resolution.Escalate risks and issues appropriately to the Executive Sponsors in a timely fashion, putting forward options and recommendations for consideration.Maintain strong interfaces with other inter-dependent workstreams within the NGED ED3 program.Draft and/or review a wide range of regulatory submissions documents (e.g., business plan documents, consultation responses, responses to supplementary questions) and liaising with and challenging departments throughout NGED and NG Group as required.Identify changes in regulatory policy and reporting requirements and liaise with departments throughout NGED.Ensure NGED’s business plans and policies are consistent with business objectives and regulatory requirements.Be accountable for analysing, interpreting and providing responses to relevant regulatory information requests.Monitor the regulatory environment, identify any emerging issues and work with colleagues in order to assess impact on NGED.Evaluate NGED’s performance relative to other DNOs.Engage with senior management across NGED, NG Group and other business units to ensure that NGED is able to incorporate relevant views.Undertake additional ad hoc work as and when required to meet the needs of the team and wider business.Provide support to the wider Regulatory team, as required.Candidate RequirementsIdeally you will hold a relevant qualification at Level 6 or higher, or equivalent experience. Evidence of your qualification certificates will be required prior to appointment.To be successful in this role you’ll have a strong understanding of the electricity distribution sector’s regulatory environment, or the ability to quickly learn and adapt.You should be able to identify areas where value can be added, structure the necessary work, and proactively deliver this.You’ll be able to demonstrate the ability to clearly structure and manage complex issues and projects, engaging with a wide range of stakeholders and extended teams.Excelling at breaking down problems into root causes and drivers, developing actionable plans and working with individuals to move forward at pace to address challenges.You’ll have effective people management skills with the ability to influence and manage individuals across multiple teams to collaborate effectively.You’ll be someone who can work independently and proactively under pressure, adapt to changing tasks in a regulatory environment and meet tight deadlines.You’ll be proficient at communication skills with the ability to convey key insights and recommendations effectively at multiple levels.You’ll also have experience of working closely with business executives and senior leaders and the ability to build strong relationships.You’ll have excellent interpersonal and organisational skills with great attention to detail whilst also being familiar with MS Word, Excel and PowerPoint.Travel to other locations on an occasional basis forms part of the role and therefore holding a UK driving licence is beneficial.
